How can you make a difference?
Under the joint supervision of Planning, Monitoring and Evaluation Unit (UPMA) at the office of Prime Minister and the UNICEF Monitoring and Evaluation Officer, providing technical support to Government institutions and ensuring that Annual Action plans from line ministries are aligned with the Government’s Programme and the Strategic Development Plan (SDP).
Work Assignment:
1. Draft detailed workplan of the consultancy discussed with UPMA and CDC
2. Review and analyze line ministries’ 2021 Annual Action Plans (AAPs) against child-related policy commitments, and support line ministries in strengthening their AAPs
3. Develop a child marker for the Government’s planning, budgeting, monitoring, reporting and evaluation system, including detailed guidelines for line ministries
4. Develop and implement a capacity building support plan to strengthen child-responsive planning and budgeting awareness and understanding of systems and tools across all relevant line ministries and agencies
5. Develop a final analytical report (4-5 pages) describing support provided to UPMA, CDC, MOF, and LM, analyzing successes and gaps, and making recommendations for further institutionalization of child responsive budgeting in the planning and budgeting processes. The report should include as annexes copies of AAPs, training materials, guidance and tools developed.

2.2. Child-responsive budget statement drafted for inclusion in budget planning book (16 Oct 2020)
2.3. PowerPoint presentation for dissemination of information to targeted line ministries (16 Oct 2020)
3.1. Child marker proposal developed (1 Nov 2020)
3.2. Detailed child marker guidelines developed (15 Nov 2020)
3.3. Monitoring tool on the implementation of the National Child Action Plan developed (15 Nov 2020)
4.1. Capacity building support plan developed (15 Dec 2020)
4.2. Training materials developed (15 Jan 2021)
4.3. Capacity building sessions carried out, including on budget execution (20 Feb 2021)
4.4. Capacity building sessions carried out, including on budget monitoring and reporting (25 Mar 2021)
5. Final analytical report including annexes (AAPs, training materials, guidance and tools) (25 Mar 2021)
Duration of Assignment:
6 months to be started as soon as possible.
To qualify as an advocate for every child you will have…
- University degree in Law, Political sciences, Economics, Monitoring and Evaluation, Social Sciences or related fields
- 5 years professional experience in management, coordination, advocacy or capacity strengthening of government institutions or civil society
- Prior experience with Results-Based Management (RBM)
- Prior experience in facilitation or training
- Familiarity with child rights issues in Timor-Leste
- Previous experience in child-responsive planning and budgeting is an advantage
- Proficiency in oral and written in English and Tetun languages, knowledge of Portuguese and Bahasa Indonesia is an advantage
- Computer literate and able to effectively use office technology equipment, Internet and email.
