Job Profile:
Counterpart International is currently seeking a national Logistics and Security Officer for the USAID/Timor-Leste NGO Advocacy for Good Governance Activity, a five-year initiative funded by the United States Agency for International Development (USAID). The Activity seeks to expand the Non-Governmental Organization (NGO) enabling environment and strengthen the organizational, research, networking, and financial capacity for mid-level local advocacy NGOs in Timor-Leste to provide increased evidence-based, sustainable advocacy services on behalf of citizens.
Primary Responsibilities
Under the supervision of the Director of Finance and Administration, the Logistics and Security Officer will support and carry out logistics and planning functions as well as coordinate and conduct safety and security efforts for the Activity. This role will be responsible for ensuring overall quality coordination and support in the areas of safety/security, logistics and planning, transportation, and equipment and inventory maintenance and reporting. This is a full-time position based in Dili, Timor-Leste and will report to the Director of Finance and Administration.
Responsibilities
Safety and Security
- Perform office safety and security assessments.
- Develop and maintain all safety and security policies and procedures for the Activity and ensure they are communicated to all staff, visitors, and technical consultants.
- Develop and maintain protocols and security plans to reduce staff risk and vulnerability in line with Counterpart and local legal standards.
- Assess program activities and their impact on staff and partner safety and security and make recommendations to reduce vulnerability.
- Build working relations with external agencies, such as UN, government offices, police, INGO’s and other sources, to enhance early warning and knowledge of potential security threats that could impact Counterpart staff, operations and assets.
- Participate in Incident and/or Crisis Management teams as emergency situations arise.
- Prepare regular safety and security reports as requested by the COP or Counterpart HQ.
- Advise Activity leadership and Counterpart HQ on potential exposure to risk, potential impact, and liability.
- Maintain and ensure proper compliance of security incident reporting system. Share information with COP, Counterpart HQ, Counterpart staff, and partners as appropriate.
- Attend meetings and conferences and provide debrief on any issues related to safety and security that may impact the Activity.
- Maintain an up-to-date security plan consistent with Counterpart standards and ensure that all staff have read and fully understand its content and support the COP in enforcement of those standards.
- Develop and implement a security training plan for all staff and develop and apply evaluation processes to determine training competencies are met and share results with COP and Counterpart HQ.
- Develop, record, and store security briefing materials and ensure that all new employees receive appropriate security orientation.
- Ensure proper use of the security incident reporting system and share information among Counterpart staff and with partners as appropriate.
- Regularly assess Activity safety/security communications needs, including ensuring availability of appropriate communications technology, updating the emergency communication contact list, orienting all staff to emergency communication procedures and technology, and testing and updating the emergency communication system regularly.
Logistics
- Support Activity office and staff with logistical planning for the office, activities, and events.
- Ensure proper and regular inventory of all Activity equipment, inventory, and assets.
- Establish and maintain a schedule of preventive maintenance for all vehicles and other equipment to ensure proper functioning. Ensure appropriate registration and insurance are in place for all Counterpart vehicles.
- Manage and organize vehicle fleet management policies; ensure vehicle inspection procedures are applied and all vehicles are properly equipped; train drivers in established procedures and requisite skills.
- Review monthly vehicle log sheets and prepare monthly report of fuel and maintenance use of vehicle.
- Ensure all Counterpart vehicle movements are authorized, monitored and tracked using appropriate systems.
- As needed, ensure all procurement tracking is current and updated
Experience
- University degree in a relevant field.
- Formal security qualification or security management training.
- Minimum five years of practical field experience in security management or operations (e.g. direct NGO security support/management).
- Ability to implement messaging communications systems, phone trees, and security information systems as requested.
- Experience and knowledge of personnel and organizational security issues, conducting threat/risk assessment, and security awareness.
- Experience providing training, coaching and mentoring in safety and security.
- Experience of incident reporting, incident mapping, set up and execution of an incident warning system, compilation of security reports and assessments.
- Experience with coordinating logistics and planning for programmatic activities and events and office management.
- Attention to detail, ability to track and follow up on multiple tasks independently while keeping stakeholders informed in a proactive manner.
- Ability to maintain confidentiality of sensitive information.
- Advanced organizational and communication skills.
- Ability to work under pressure.
- Excellent cross-cultural skills, ability to work in a diverse, multi-cultural NGO environment, with respect, professionalism and gender sensitivity.
- Strong report writing, analytical, and interpersonal skills.
- Fluency in English.
- Good computer skills (Word, Excel, Internet, database).
