Health and Nutrition Manager  

Our growing NGO is seeking to hire a Health and Nutrition Manager who will be responsible for ensuring the delivery of high quality nutrition, health and livelihood related activities on time, on scope and within budget. Given the holistic approach of the HATUTAN program (Hahán ne’ebé Atu fó Tulun ho Nutrisaun no Edukasaun) or in English “Continue and Support Food for Nutrition and Education.” The position oversees a diverse range of components with the two main areas being; (1) Leading the HATUTAN Social Behavior Change (SBC) Strategy and building on health and nutrition initiatives through collaboration with the HATUTAN consortium and government to implement the SBC Strategy at schools, in the community and at the household level. (2) Leading efforts to stimulate the rural agricultural economy and increase year round access to locally grown nutritious foods by using a market-driven approach to improve local food supply, and linkages between school buyers and local producers and food suppliers.

 

Based in Dili, a post-graduate degree in Public Health, Public Administration or related field is required with expertise in nutrition preferred. To succeed in this role, you will need to be an adept manager, able to work across multiple reporting lines. You will need to have strong communication skills to develop positive working relationships with key line ministries and influence development partners to adopt Mercy Corps endorsed approaches in market driven, gender sensitive nutrition and SBC work.

 

Responsibilities of the Health and Nutrition Manager:

ñ          Ensure that program implementation is responsive to needs of communities and partners, and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.

ñ          Ensure program implementation is on time, target, and budget, and well-coordinated with the HATUTAN consortium lead and Mercy Corps’ Monitoring, Evaluation, Research and Learning (MERL) team to measure, document, and report on program impacts.

ñ          Coordinate with the HATUTAN consortium and other Mercy Corps’ programs related to nutrition, financial inclusion, agriculture, and market development to ensure activities are delivered in a timely, sequenced, and high quality manner that avoids duplication.

ñ          Work closely and in collaboration with the relevant line ministries namely Ministry of Education, Youth and Sport, Ministry of Health and Ministry of Agriculture and Fisheries as well as private sector actors (including the Community Development Agents/CDAs, local businesses), Civil Society Organizations, and other Non-Government Organizations, as relevant; to assure HATUTAN activities align with government objectives.

ñ          In coordination with Mercy Corps’ MERL team, produce accurate and timely HATUTAN reports, disseminating results within Mercy Corps as well as stakeholder events at national and regional level where applicable.

ñ          Create and sustain a work environment of mutual respect with direct oversight of 4 technical leads to assure team members strive to achieve excellence.

 

Requirements of Health and Nutrition Manager:

ñ          Post-graduate degree in Public Health, Public Administration or related field required with expertise in nutrition preferred.

ñ          At least 5 years’ experience in agriculture, nutrition or social behavior change

ñ          At least 2 years’ experience in a program management role with demonstrated oversight of program administration, staff supervision, stakeholder management and budgeting.

ñ          Demonstrated understanding of market-based and gender sensitive approaches including technical familiarity with relevant sectors such as conservation agriculture, food security, financial inclusion and gender transformative behavior change.

ñ          Excellent written and oral communication in both English and Tetun required. Additional skills in Portuguese, or Indonesian Bahasa a plus.

ñ          A high level of personal efficiency, and the ability to balance and move forward multiple urgent and often ambiguous tasks.

ñ          Microsoft Office (Word, Excel)

ñ          Willingness to travel to the Municipalities
