Reports to:                             ChildFund Timor-Leste Program Manager

Employment status:              Full-time, initial 18 months fixed-term. This is a national role with possibility for extension dependent on funding availability and performance.

           

PURPOSE OF THE POSITION

The Livelihood Coordinator reports to ChildFund Timor-Leste Program Manager and is responsible for the successful planning, implementation and monitoring of AHP COVID-19 Activation Project in Lautem within the functions of Livelihood, DRR/Emergency Response. The Livelihood Coordinator is expected to provide high quality project planning and implementation and ensure the project aligns with ChildFund’s project cycle management standards and DRR/emergency operation standards and application of and Climate Change Adaptation strategies. The position will work closely with ChildFund AHP DRP and Nutrition project teams and Fraterna NGO in Lautem.

 

ORGANISATIONAL CONTEXT 

ChildFund Timor-Leste is the representative office of ChildFund Australia – an independent international development organisation that works to reduce poverty for children in developing communities.

ChildFund Australia is a member of the ChildFund Alliance – a global network of 11 organisations which assists more than 14 million children and their families in over 60 countries. ChildFund Australia is a registered charity, a member of the Australian Council for International Development, and fully accredited by the Department of Foreign Affairs and Trade which manages the Australian Government’s overseas aid program.

 

ChildFund began work in Timor-Leste in 1990, originally under the management of ChildFund International. Since October 2017 it has operated as an office of ChildFund Australia, and continues to work in partnership with children, their communities and local institutions to create lasting change, respond to humanitarian emergencies and promote children’s rights.

With a focus on maternal and child health, early childhood development, school readiness, youth empowerment and protection, and child rights, ChildFund Timor-Leste aims to demonstrate effectiveness and accountability in its program activities and add value to the efforts of its partners through quality programs that are respectful, responsive, and relevant in helping children in poverty, their families, and communities. ChildFund Timor-Leste is working with rural communities to build a new, stable and prosperous future for what is one of the world’s youngest nations.

 

KEY DUTIES

  • Responsible for timely and quality planning, implementation and monitoring of AHP C-19 project in Lautem and engaging with key stakeholders including Disaster Management Committees at Municipality, Admin Post and Suco levels, relevant government departments and local NGOs.
  • Provide leadership in working with communities to build resilience amongst children and parents to promote secure livelihood through implementing diversified and climate change resistant agriculture systems within the traditional farming systems.
  • Responsible for activity M&E data collection working closely with ChildFund MEL Coordinator and writing of activity narrative and financial reports for AHP C-19 Project according to established timeframes and donor requirements.
  • Undertake high quality activity work plan and budget planning, management and execution in accordance to the set timeframe.
  • Work closely with DRR Officer and Health Project Field Officers to ensure joint planning and mapping out of target villages and beneficiary targeting for food packages and seed kits distribution included implementation of NERS activities;
  • Engage with the Health Coordinator and Health Project Field Officers to support direct implementation of NERS activities, community mobilization and hygiene promotion through volunteer in addressing issues of malnutrition and promoting household hygiene.
  • Ensure that ChildFund Timor-Leste adopts strategies to enhance the protection and safeguarding of children within the project working closely with Child Safeguarding Focal Points.
  • Responsible for the management of relevant partners supporting the project and engagement with implementation partners aligns with ChildFund Partner Management Tool kit.
  • Represent ChildFund Timor-Leste at national and district networking events and on relevant forums on DRR/ER and AHP meetings
  • Take leadership in case of any emergency response due to any disaster, as per the Emergency Preparedness Plan or as directed by ChildFund Timor-Leste Program Manager/Country Director. Produce desk based assessment and forward to manager for response recommendation. Support implementation of emergency response in or outside CFTL working areas.

Remain alert and responsive to any child safeguarding or sexual exploitation, abuse or harassment (SEAH) risks, acquire relevant knowledge and skills to promote strong safeguarding practices, understand the child safeguarding and PSEAH policy and procedures, and conduct yourself consistent with those policies.
