Workforce Development Program Timor-Leste (WDPTL)

WDPTL Background

The Australian Government’s ‘Partnerships for Recovery’ aid policy responds directly to the additional development challenges created by COVID-19 in the Indo-Pacific region. The response focuses on three vital areas: health security, stability and economic recovery, but will shift as the crisis evolves.

In the immediate-term, the Australian Government will be supporting partner countries to prepare for and respond to the health crisis through delivery of essential services, and helping to cushion against immediate economic impacts. In the short to medium-term, we will work with governments to facilitate an uplift in economic activity, while continuing to strengthen health security and systems. In the medium to long-term, we will contribute to stability and economic recovery.

The new Workforce Development Program Timor-Leste (WDPTL) will support these objectives, primarily through supporting economic recovery in Timor-Leste through skills and tangible jobs, but also through high level Australian qualifications (scholarships) in targeted areas. WDPTL has three Components:  Scholarship and Alumni Support (SAS), Skills Development and Employment (SDE); and a flexible facility which can respond to DFAT and Timor-Leste’s emerging workforce development needs. 

The goal of WDPTL is ‘A skilled workforce for a prosperous Timor-Leste’.

The three End-of-Program Outcomes (EOPOs) are:

1.     Improved policy and systems for workforce development

2.     People are workforce ready

3.     Program beneficiaries utilise their skills, experience or income.

Purpose of Position

The Media and Communications Coordinator will assist WDPTL and Palladium to build awareness of all WDPTL programs and activities and support our positioning with target audiences and key stakeholders via a range of public relations and media (electronic, print, signage, merchandise, newsletters, branding etc).

This work including developing key messages, preparing promotional materials, supporting events management, development and management of the program websites and social media content, and providing support to the Australian Embassy’s own public diplomacy agenda.

Primary responsibilities

The primary responsibility of the WDPTL Media and Communications Coordinator is to collaborate with and support WDPTL’s Deputy Team Leader and the leadership team in the implementation of all agreed media, communications and reporting activities. This includes:

Planning and Monitoring:

  • Develop an annual WDPTL Media and Communications Plan
  • Contribute to development of a Media and Communication Plan for the Alumni Association TL3A
  • Maintain a media calendar of upcoming events and publications, to be shared regularly with DFAT
  • Maintain a log of all WDPTL and Alumni association media activities (eg. social media, events, media releases) including people reached and other metrics where possible.

Communications:

  • Design and, if required, assist with the procurement of printed marketing, communication and promotional materials including street banners, media inserts, brochures and posters
  • Provide graphic design support for WDPTL activities as required, including formatting and layout of technical plans and reports
  • Brief and commission graphic design work for promotional purposes.
  • Develop stories and case studies of change to be used for multiple promotional and M&E purposes
  • Support the procurement and review any video content required for WDPTL communications
  • Capture high quality images of WDPTL and Australian Embassy events, and manage a growing photo library of quality images for WDPTL and DFAT use in promotional activities
  • Ensure that communications take account of Gender Equity and Social Inclusion (GESI) in promoting program opportunities and achievements by using inclusive language and imagery.

Media:

  • Undertake daily scans of key media sites and send Media Summaries as per WDPTL process
  • Develop and distribute media releases to print and radio and content to TV stations if relevant in English and Tetum
  • Maintain relationships with journalists and contacts from major media outlets in order to attract media attention to WDPTL events and activities

Website and Social Media:

  • Coordinate inputs for the design and maintenance of the WDPTL and AATL websites and ensure the WDPTL and AATL websites are up-to-date.
  • Develop regular Facebook posts for the Australian Embassy and support the TL3A Secretariat with posts to the TL3A Facebook page

Events and Public Diplomacy:

  • Support WDPTL’s promotion of activities, events and workshops
  • Oversee the management of key WDPTL events and public diplomacy opportunities with DFAT and the Government of Timor Leste

Branding and Compliance:

  • Ensure full compliance and DFAT’s branding requirements for all DFAT branding (including the Australia Awards brand) used by the program
  • Support the socialisation of and ensure full compliance with WDPTL’s new branding (in development).
  • Ensure compliance with DFAT’s social media requirements for all program activities
  • Ensure full compliance with Palladium’s policies and processes, and ensure that all records are managed as outlined in Palladium’s Operations Manual, including the supply of goods and services via Palladium’s procurement processes

Learning and Development

  • Participate in professional development activities including:
    1. on-the-job learning
    2. targeted professional development courses
    3. self-motivated research on best practice Communication for Development in DFAT and globally
    4. Palladium’s internal corporate training
  • Other duties as required by and agreed with the WDPTL Operations Manager and / or Team Leader.

Reporting requirements

The role reports to the Deputy Team Leader and WDPTL leadership team. Reporting requirements include:

  • Participation in regular team and whole of program meetings
  • Provision of regular updates to the WDPTL Deputy Team Leader.
  • At a minimum, six-monthly informal review and updates on progress against the agreed personal performance assessment and training plan via informal discussion with WDPTL Deputy Team Leader and more formal discussion on a 12-monthly basis
  • Provision of exception reports as required

Relationships

  • The role works directly to the Deputy Team Leader and reports to the Leadership Team
  • The role is highly collaborative and works closely with the SAS team, the T&E team and must develop a strong and cooperative relationship with both the M&E Coordinator around the creation of stories of change
  • As delegated, the role liaises with DFAT in Canberra and at Post, program recipients such as scholarship alumni, public and private sector stakeholders, technical area specialists, suppliers, WDPTL’s corporate team, and other stakeholders as required.

Authority levels

  • The role carries a high degree of autonomy, working closely under the direction of the Deputy Team Leader and leadership team

Minimum education and experience required

  • Tertiary qualifications in Communications / Public Relations / Journalism / Marketing or similar area of expertise are required
  • Vocational qualifications in graphic design, and experience using digital communications tools, platforms and web content management systems – for example WordPress (desirable)
  • Experience in supporting development and implementation of targeted media and communications plans
  • Experience with media and marketing design, graphic design and digital communications
  • Demonstrated knowledge of Timor-Leste media distribution networks and media context
  • Demonstrated experience working in similar roles on international donor-funded projects
  • Strong inter-personal, inter-cultural skills and customer service skills; and the ability to work effectively with individuals and teams at all levels of an organisation
  • An understanding of the social, cultural, political and institutional factors affecting development in Timor-Leste including gender and disability inequalities
  • Sound written and spoken English and Tetum
