The FAO Representation to Timor-Leste in Dili is seeking for qualified candidates to fill in the following position for:
National Administration Assistant
Responsibilities
Under the overall supervision of the Assistant FAO Representative Administration for Timor-Leste, and the day-to-day supervision of the Pro-Resilience Team Leader based in Dili, in close collaboration with the administrative assistant, in liaison with all national technical unit  and operation staffs, other FAO backstopping officers and other consultants, officials and government counterparts (national and municipal), the National Administration Assistant will support the implementation of the EU portfolio.
The assistant will undertake the following duties:
·         Review relevant FAO finance and administrative manuals and familiarize with Procurement, HR, Finance, Payroll, Payments, Banking, and Project Accounting, etc.;
·         Review and familiarize with EU projects’ budget structures and finance and administrative obligations as outlined in the Contribution Agreement expenditure rules;
·         Record receipts and disbursements (ledgers, cash books, vouchers, etc.); manage and make disbursements from petty cash fund and balance accounts;
·         Prepare routine correspondence of administrative nature; draft correspondence to verify data, answer queries, and obtain additional information on transactions and financial matters, as required;
·         Maintain a filing system of administrative and financial documents in accordance with FAO procedures and EU requirements;
·         Support ePPR submission for national staff (new hire – increase quantity – contract extension – contract termination);
·         Raise travel authorizations (TAs) and security clearances for both national and international staff (excluding international appointment travels), process travel expense claims;
·         Ensure timely filling of time reporting on GRMS by project team members;
·         Make logistical arrangements as required such as hotel booking, transport arrangement for missions and maintain the log for vehicle movement, ensuring the drivers enter their data correctly;
·         Monitor project budget status, on a regular basis, running project status report/ financial statements/transaction listing from iMIS/FPMIS and provide related information to Programme/project staff whenever required;
·         Map project transactions on FPMIS to enable financial reporting and monitoring to the level of details required by the donor (EU) and extract the report to Excel to be able to present results;
·         Perform monthly financial analysis on project expenditures and present the report to the Pro-Resilience Team Leader;
·         Prepare interim and final financial reports and liaise with CSFE team for clearance;
·         Carry out secretarial works; maintain filling system, organize meetings/appointments and other secretarial tasks;
·         Perform other duties as may be required.
Start date/Duration: 13 April 2020/12 months (3-month probation period and possibility of further extension)
Duty Station: Dili, with in-country travel as required
Academic Qualifications:
Minimum: University degree in business administration, finance, accounting or related technical disciplines.
Technical Competencies and Experience Requirements:
·         A minimum of 5 years of progressive and relevant accounting and financial experience is required, preferably in an international environment;
·         Possess proven ability to produce financial analytical report;
·         Advance knowledge of Excel or any other data management software;
·         High sense of responsibility, willingness to take initiative, excellent communication skills and team spirit are important assets;
·         Ability to work independently and accurately;
·         Ability to maintain good working relationships with people from different national and cultural backgrounds;
·         Fluency in English both written and oral;
·         A Timorese National.
