The Project Manager for Water for Women is responsible for managing all aspects of the project including project team supervision and support, quality control, Monitoring and Evaluation and budget management. The role is oversee and support field based teams therefore frequent travel to project sites in the municipalities will be required. The Project Manager will also play an important role in representing CARE at relevant meetings with key government counterparts, donors, partners, and sector stakeholders. The position will be responsible for relationship management relevant stakeholders in the target areas as well as close coordination with Water Aid as lead implementing agency.

INTRODUCTION:

CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organization, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.

CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.

Water for Women project is a four-year DFAT funded project that aims to improve water, sanitation and hygiene services in Likisa and Manufahi municipalities of Timor-Leste and influence social norms for greater gender equality. The project focus is on (1) driving sector strengthening efforts in partnership with municipal and national government and (2) deepening gender equality and social inclusion (GESI) in WASH through partnership with national and municipal rights groups. The project is implemented in partnership with  WaterAid.

MAIN RESPONSIBILITIES:

Project Management

·         Ensure the overall quality of delivery, implementation and documentation of all information relevant to CARE’s Water for Women project.

·         Implement a staged work-plan in line with established project funding, and lead the annual planning and reflection process

·         Support and provide guidance on all aspects of project implementation including supportive supervision and field visits, monitoring and evaluation, providing capacity building on organizational and financial management as well as technical abilities.

·         Ensure that technically sound approaches to WASH and GESI, are integrated within the project and delivered to the communities and partners

·         Establish and maintain conducive working relationships with key stakeholders including national and municipal government representatives, donors, WASH sector stakeholders and relevant agencies

·         Ensure timely and open communication with the relevant stakeholders in order to facilitate appropriate decision making in regards to the projects

·         Maintain regular communication, supervision and support with staff members in order to align and link the project activities to ensure that the overall outcomes and goals of the project are being met

·         Monitor the progress of project activities against work plans and budgets and ensure that necessary information is being captured and actioned in relation to the MEL framework

Human Resources, Financial and Logistics Management

·         Supervise project  staff including developing their quarterly work plans and proactively managing the APPA process for all direct reports (annual appraisal, midyear review and regular 1:1 meetings) creating an environment where feedback is valued, acted upon and monitored Together with the Program Management Team, support staff to develop ownership and responsibility for the program as a whole and create a team spirit amongst the staff

·         Identify critical staff capacity needs and work with the Assistant Country Director -Program and CITL’s HR Unit to meet these as appropriate

·         Prepare and plan project budget, conduct monthly Budget and Variance Analysis process, and monitor expenditures against the guidelines of CITL and the donor in collaboration with the CITL Finance Unit

·         Provide regular financial and narrative reports, tracking all financial transactions by assigned activity on monthly and quarterly bases

·         Participate in other administrative tasks as required

Monitoring, Evaluation, and Learning

·         Design, develop and implement project specific activities in line with  MEL frameworks in coordination with the CITL Gender and Program Quality Unit

·         Prioritize evidence based impact measurement for the project and contribute to documentation of best practice and lessons learned for wider knowledge management

Liaison and Representation

·         As CARE’s project representative, establish and maintain strong working relationships with relevant stakeholders and other potential agencies relevant to the initiative including  donors, relevant government line ministries (e.g. SEII, MSSI and DGAS), President Authority at the Municipality, Municipality Water and Sanitations  department, and other partners as appropriate

·         Identify new potential stakeholders, agencies and initiatives for  expansion of partnerships

Other

·         Manage project advances, expenditure and financial acquittal

·         Research and design new project opportunities as appropriate

·         Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives

·         Demonstrate an understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity

·         Uphold and promote CARE’s commitment to PSHEA, Child Protection and Code of Conduct

·         Other tasks as assigned by the supervisor including representation and involvement in Senior Management Team, Program Management Team and Emergency Response Team.

EXPERIENCE AND QUALIFICATIONS:

·      Relevant Bachelor’s degree with at least 5+ years’ experience in managing project, staff and budgets

·      Good leadership and management skills

·      Strong understanding about gender equality and women’s empowerment is highly desired

·      Past experience within the WASH or relevant field with a good understanding of key issues relating to WASH and gender equality

·      Ability to promote collaboration with CITL staff, Government, local authority, and other partners

·      Experience in capacity building of staff and proven ability to mentor them

·      Strong understanding about social accountability tools and approaches

·      Ability to understand, comply and uphold all relevant CARE International in Timor-Leste policies, code of conduct and standard procedures

·      Ability to write and present regular reports to management and partners as required

·      Ability to balance competing priorities

·      Availability and able to travel to and from municipalities for period of time

·      The candidate should be organized, effective, creative, a team player, and  highly motivated

·      Computer literacy within standard Microsoft Office programs, i.e. Word, Excel, Power Point, and Data Bases and excellent communication skills in English and Tetun both written and spoken. Knowledge of local languages from Liquica and Manufahi is a bonus.
