MEL – Program Support
(Fixed term contract)
KEY OBJECTIVE:
The Monitoring, Evaluation and Learning (MEL) Program support will provide support, advice to, and oversight of program-level monitoring, evaluation and learning. This role will ensure effective implementation of current MEL systems and approach within Australian Volunteers Program in Timor Leste. The role will work closely with the country program team including Regional MEL Coordinator and coordinate with other program stakeholders. The role will require frequently travel to undertake MEL activities, with Partner Organisations and volunteers, in program focus areas.
SELECTION CRITERIA:
Knowledge & Experience
- Formal MEL qualifications or relevant, equivalent experience, in a similar position/s
- Demonstrated experience supporting of international programs, preferably in a development context, including
- A high level of cross-cultural awareness as well as some understanding of the challenges faced when working in an international development context
- Strong knowledge of international development issues and challenges and an in-depth understanding of the history, culture and political system of Timor Leste
- Sound knowledge of, and commitment to the underpinning values, goals and objectives of the Australian Volunteers Program (AVP)
- Understanding of and commitment to AVI’s Vision and Values, Equal Employment Opportunity, Occupational Health & Safety, Child Protection and Privacy principles*
Skills & Attributes
- Proven ability to learn quickly, take initiative, and be accountable for results.
- Demonstrated attention to details, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.

- Fluency in written and spoken English and Tetun, excellent writing and reporting skills.

Monitoring, Evaluation and Learning
- Facilitate the timely distribution of Monitoring, Evaluation and Learning (MEL) documentation and ensure it well documented in AVP online MEL Portal – this included ensuring the submission of the M&E assignment plan, midterm review reports with volunteers and end of assignment evaluation reports both with Volunteers and Partner organisation.
- Follow up with volunteers and partner organisations to ensure that above required MEL documentation is completed and recorded to the system in compliance with identified process.
- Support the monitoring of the overall implementation of the AVP MEL strategy and online system, identify gaps or challenges both with regards to the technical components of the M&E system, and with regards to the capacity of its users.
- Works close with Regional MEL Coordinator to support training and follow-up ‘refresher’ training or hands training on monitoring, evaluation and learning to Volunteers and PO.
- Work with Regional MEL Coordinator to develop effective mechanisms for sharing findings from MEL tools with program teams and partner organisations including creative ways such as data visualization where appropriate.
- Support the effective application and development of the current existing feedback and complaints mechanism (including logging and resolution of complaints) and support further development of it.
Representation/ Relationship Management
- In consultation with the Program Manager, maintain strong professional relationships with DFAT Post, volunteers, partner organisations and other relevant stakeholders including volunteer sending agencies and multi-lateral organisations.
- Work closely with other Australian Volunteers Program contractors to support them in delivering effective services.
