The Program
The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘people in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development’. Through PHD, Australia supports the Timor-Leste government to deliver higher quality and inclusive services in primary health, basic education and social protection.
Abt Associates Australia is the implementation partner for PHD and is contracted until 2021 with a possible five-year extension.
The overall goal of PHD’s Health Sector is to strengthen the Ministry of Health, Municipal Health Services and CHC’s and HPs capacity to deliver the Essential Services Package for primary healthcare in a quality and equitable manner.
The Position
The Health Program Transition Manager will contribute to the delivery of PHD’s health sector portfolio based on the new DFAT guiding strategy with focus on the management and implementation of the PHD Health transition plan. Working closely with the Technical Lead - Health and team the position will manage the implementation of the program transition which will involve transitioning to the GoTL’s MoH and phasing out from existing PHD’s support.
This role will be key to initiating and facilitating engagement with the Ministry of Health and the relevant Autonomous Institutions within the health sector, such as INS, SAMES, and the National Hospital. Regular communication with existing PHD Health Implementing partners will also be a critical part of this role.
The ideal candidate will have:
- A post graduate qualification in a health or management related field
- Strong experience working in the health sector in Timor-Leste
- Demonstrated experience working with diverse stakeholders to collaboratively bring technical knowledge and inputs together for planning, strategies and implementation
- Demonstrated experience in managing in complex settings
- Collaborative and respectful stakeholder relationships management skills
- Fluency in English essential. Proficiency in Tetum or Portuguese desirable
