The FAO Representation to Timor-Leste in Dili is seeking for qualified candidates to fill in the following position for:
National Climate Smart Agriculture (CSA) Institution and Community Mobilisation Coordinator
Responsibilities
Under the overall supervision of the FAO Representative for Indonesia and Timor-Leste, and the day-to-day supervision of the Pro-Resilience Team Leader based in Dili and with the technical support of the international Conservation Agriculture (CA) and mechanization adviser, in liaison with all national technical unit and operation staffs, other FAO backstopping officers and other consultants, officials and government counterparts (national and municipal), the National Climate Smart institution and community mobilisation coordinator will be responsible for the efficient and timely implementation of component I of the project as well as activities 3.3 and 3.4 (component 3).
The coordinator will undertake the following duties:
· With the support of the national field operation coordinator, provide direct management of the Municipal CSA coordinator;
· Lead, coordinate and guide the implementation of all activities under component 1 and activities 3.3 and 3.4 of the project, in particular:
o Lead and guide the establishment of farmers groups and socialize the CSA component;
o With the support of the training, policy and partnership coordinator, ensure the preparation and signature of agreements with farmers groups and farmers beneficiaries;
o Facilitate the training of MAF and NDRMD staffs on CSA / CA technologies;
o Facilitate seminars, learning events, demonstrations, hands-on exercises on CSA technologies and practices;
o Supervise the implementation of FFS for each farmers groups and liaise with the project field operation coordinator and M&E officer to ensure proper farmer participation records;
o Initiate the procurement process of CA farming input and ensure adequate distribution plans are established, based on farmers participation and demonstrated interests to implement CA;
o Prepare procurement plans for the implementation of CSA technologies in the field and provide technical specifications and quantities for seeds/planting material and tools;
o In collaboration with the project field operation coordinator, ensure adequate mechanisms are in place to provide incentives for the establishment of live-fences and livestock feed plots;
o In collaboration with the project field operation coordinator, ensure adequate mechanisms are in place to provide incentives to SDMC to implement priority CSA interventions identified in the CBDRM plans;
o In collaboration with the national agroforestry, water-harvesting and post-harvest adviser, ensure that appropriate household-based food and seed storage systems (metallic silos) to CA women and men farmers at subsidized price;
o Use early warning information from DNSAC and ALGIS to disseminate to farmers groups;
· Provide guidance on community mobilisation processes with farmers groups and also SDMCs as required and ensure good rapport to community leaders are build;
· Provide close technical guidance and supervision to the CSA municipality coordinators and their assistants;
· Conduct visits with MAF staffs to supervise activities in the Municipalities, Suco and Aldeia;
· Ensure linkage between component I and component II (DRM and CBDRM plans) of the project of which CSA community identified needs in the target areas are addressed and that appropriate research, development and extension activities are undertaken to meet these needs.
· Ensure systematic documentation of the component II implementation activities;
· Support administrative and reporting requirements under the project:
o Assist the Team Leader in fine-tuning a time-phased project annual work plan for the respect to project Output 1 covering the whole duration of the project;
o Participate and assist in the preparation of meetings for the project backstopping missions;
o Assist the Team Leader in facilitating knowledge exchange among project partners as needed;
o Assist the M&E officer to update the project dashboard monthly;
o Support the monitoring of project activities for Output 1 and prepare monthly brief and yearly project progress reports for Output 1.
· Work closely with FAO mechanization TCP project team, FAO green-job project team, the GIZ agroforestry project team and other similar projects and programs to promote CSA technologies and practices
· Perform other related duties as required.
Start date/Duration: 01 April 2020/12 months (3-month probation period and possibility of further extension)
Duty Station: Dili, with in-country travel as required
Required competencies:
· Minimum: university degree in agronomy, livestock management or related technical disciplines.
Technical Competencies and Experience Requirements:
· Familiar with conservation agriculture technologies and practices being promoted by FAO, possess strong supervisory, communication, team building, computer (word processing, spreadsheets and databases) and report writing skills;
· Working knowledge of English.
· A minimum of 12 years of relevant experience in institutional capacity building, training and community mobilization;
· Excellent organizational skills and ability to handle a large volume of work in an efficient and timely manner.
· Ability to work with different levels of government authorities and within government administrative structures.
· Ability to work with multidisciplinary and different cultural background teams;
· Excellent communication skills, both verbal and written;
· A Timorese National
