Overview of the Position



Social Solutions is pursuing a USAID-funded civil society strengthening program in Timor-Leste. The goal of this program is to build the capacity of select NGOs in Timor-Leste in terms of organizational development, evidence-based decision-making, financial capacity, networking capabilities, and advocacy with both constituents and governmental stakeholders. The RFP has been officially released, with responses due at end of November. Anticipated start date of the program is TBD. This position is contingent upon funding.

Responsibilities



Social Solutions is recruiting for a Finance and Administration/Grants Manager (F&A/GM) for this anticipated activity. The F&A/GM will manage the financial operations and financial reporting of the contract and will provide contract compliance and administrative support to the project. The F&A/GM will also oversee the development and execution a grants program throughout the life of the contract.

Qualifications

  • Bachelor’s Degree (minimum), or a Master’s Degree (desirable), in Business, Administration, or relevant field.
  • At least 4 years of professional experience managing project operations, financial and contractual aspects of international development projects, preferably USAID-funded projects.
  • At least 4 years of professional experience administering grants under contract to local organizations as part of international development projects, preferably USAID-funded projects.
  • Strong analytical and computer skills, including significant experience with excel, and accounting packages.
  • Past experience with USAID Fixed Obligation Grants (or similar mechanism with other donor agency preferred).
  • Professional experience interacting with U.S. Government agencies, host country governments, small NGOs, and other relevant stakeholders.
  • Proven leadership, management, communication and interpersonal skills.
  • Experience working in Timor-Leste or in the region is highly preferred.
  • Knowledge about political, socio-economic aspects of Timor-Leste is preferred.
  • English language fluency required, with excellent written and oral communications skills. Portuguese or Tetun, and Indonesian competency an advantage.
