- Strategy and Engagement Lead
Senior position (Category 2), reports to Country Director
Salary range; $1,438.21 Gross + Benefits possible negotiate depend on skill and experience

Skills and Experience for the Strategy and Engagement Lead
- Extensive experience in senior management, leading and motivating multi-disciplinary teams and stakeholders (internal and external) in the delivery of program strategy.
- Extensive experience in influencing and advocacy, including developing strategies and leading successful campaigns.
- Extensive senior management experience in leading the design and delivery of strategies for complex programs.
- Extensive experience and understanding of economic development, climate change, community development, advocacy, inclusion and gender mainstreaming and humanitarian principles, with a demonstrated ability to develop and implement relevant strategies.
- Experience and skills in stakeholder liaison, including with government and in public policy influencing.
- Experience contributing to funding proposals.
- Excellent time management, coordination skills and an ability to work across multiple thematic areas. Demonstrated ability to manage multiple tasks and deliver quality outputs with competing deadlines.
- Demonstrable understanding of gender, disability and diversity issues and proven commitment to and evidence of promoting gender and diversity equity.
- Demonstrated financial management and reporting skills, including experience managing multi donor funded programs.
- Excellent communication, negotiation and facilitation skills, including in a cross-cultural context.
- Qualifications in Economic development, policy, public administration, international development, environment, climate change, gender and related areas is highly desirable.
- Fluent or very high level written and spoken competency in English and Tetum.
- Campaign Coordinator
Leads on campaigns (Category 3), reports to the Strategy and Engagement Lead

This exciting new position has been designed to develop, coordinate and support Oxfam in Timor-Leste’s key campaigns covering Economic Justice, Climate Justice and Gender Justice. This includes working with Oxfam staff, allies and partners to develop and implement campaign strategies and plans, and align, link, feed into and leverage Oxfam International and regional campaigns. This will include development of campaign materials, press releases, events, supporting movement building and using innovative and exciting ways to engage with different people and groups and influence and change minds and behaviours.
Skills and Experience for the Campaigning Coordinator
- Extensive experience of public campaigning, including through social media.
- Experience and skills in public policy advocacy and government liaison.
- Experience of campaign planning and strategy including gender and disability inclusion awareness.
- Experience networking with and supporting civil society and movements in Timor-Leste.
- Proven influencing work and ability to negotiate and agree policy positions amongst different stakeholders.
- Good insight and contacts with major actors on different issues linked to Oxfam priority influencing areas (CSOs, Networks, NGOs, journalists, Government, Private sector).
- Proven ability to develop staff and partners’ advocacy, communications and campaign capacity.
- Demonstrable understanding of gender, disability and diversity issues and proven commitment to and evidence of promoting gender and diversity equity.
- Demonstrated knowledge of one or more of economic development and diversification, state budget, agriculture and gender and disability inclusion will be highly desirable.
- Strong communication skills including facilitation and presentation skills.
- Graphic design skills an advantage.
- Good coordination skills and an ability to work across cross cultural teams on shared priorities.
- High written and spoken competency in English and fluent Tetum.
- Resilience Senior Program Manager
Senior position (Category 2) reports to the Associate Country Director
Salary range; $1,438.21 Gross + Benefits possible negotiate depend on skill and experience
Are you passionate about supporting communities to build their resilience to disasters? Are you calm under pressure and experienced in delivering a successful and large program portfolio? Are you experienced in working on disaster preparedness and eager to support local humanitarian leadership and a more gender and disability inclusive approach to disaster response? Are you interested in working in dynamic partnerships with local organisations, government and other stakeholders?
If so this position is for you.
This exciting new position has been designed to oversee Oxfam’s large portfolio of resilience, DRR and humanitarian response programs, including COVID response. The Resilience Senior Program Manager will lead the overall oversight and leadership for Oxfam’s projects under the Australian Humanitarian Partnership. The Senior Manager will support partners bring hanges at the community level, as well as changes in policies and practices at the national level. The Senior Manager will also be responsible for leading the strategic planning, overall budget monitoring, program implementation and MEL for AHP, all in line with Oxfam’s partnership approach.
Skills and Experience for the Resilience Senior Program Manager
- Extensive experience in senior management, leading and motivating multi-disciplinary teams and stakeholders (internal and external) in the delivery of program strategy.
- Extensive experience and understanding of resilience, disaster risk reduction, preparedness and management, and humanitarian principles, with a demonstrated ability to develop and implement relevant strategies.
- Experience and skills in influencing, stakeholder liaison, including with government and in public policy influencing.
- Demonstrated financial management and reporting skills, including experience managing multi donor funded programs.
- Excellent time management, coordination skills and an ability to work across thematic areas. Demonstrated ability to manage multiple tasks and deliver quality outputs with competing deadlines.
- Understanding and commitment to disability inclusion and gender.
- Knowledge and commitment to adhere to the Red Cross and NGO Code of Conduct, Oxfam Code of Conduct, People in Aid Code of Good Practice and Sphere standards
- Excellent communication, negotiation and facilitation skills.
- Strong written and spoken competency in English, fluency in Tetum.
