The role
GfD works across three work streams: Public Financial Management, Public Administration and Economic Development. There is also a cross-cutting focus on gender, social inclusion and strengthening civic engagement in policy development and implementation.
GfD currently employs around 8 full time advisers in the economic work stream, all Timorese nationals, as well as a number of international short-term technical advisers in the aviation sector. The program’s engagement in relation to economic development is complex, involving multiple GoTL, multilateral and NGO partners. The work stream includes economic policy, strengthening the business enabling environment, and support to the aviation sector, in particular in relation to aviation safety and security.
The Senior Economic Adviser will be required to:
Strategic and technical support
Working with GfD Management, GoTL counterparts, economic advisers and the economic expert on GfD’s SAT as well as other partners, take a lead role in the development of:
- relevant political economy analyses to inform GfD’s investment in economic development activities;
- a strategy for GfD’s economic engagement for the remainder of the program.
Management support
- Develop strong relationships with GfD management, GfD’s economic advisers, GoTL counterparts and other relevant partners.
- Provide day-to-day management of the GfD advisers working in the economic development stream, including trouble-shooting of issues.
- Keep the Team Leader informed of any emerging issues and escalate as appropriate.
- Provide mentoring and capacity-building support as required to the GfD advisers.
- Provide regular informal performance feedback to economic development advisers, and complete formal annual Performance Management Reviews for each adviser in the economic development stream.

About you
You will be a motivated and proactive Senior Economic Adviser with tertiary qualifications in economics or related area. Postgraduate qualifications in economics or a related area would be highly regarded. The successful candidate will have minimum ten to fifteen years’ experience working in economic development, at least half of which should be within the context of a developing country, previous experience undertaking political economic analyses and developing strategies to support economic development, extensive experience in monitoring and evaluation of economic and/or governance programs and previous experience managing a team of professional staff, preferably within the context of a developing country.
Remuneration
This position will be remunerated in line with the Australian Government Adviser Remuneration Framework (ARF). It is designated as level C3 (LTA) within that framework. More information about the ARF can be found here:
About Cardno and the program
Cardno Emerging Markets supports the implementation of the Governance for Development (GfD) Program on behalf of the Australian Government.
The objective of the GfD program is to support the Government of Timor-Leste (GoTL) to achieve sustainable economic and human development as detailed in its Strategic Development Plan (SDP) 2011-2030. GfD supports the development of fiscal and economic frameworks that aim to deliver sustainable government finances, promote economic growth and meet social needs.
To achieve its development targets, Timor-Leste is striving to improve the performance of its government agencies. The core work under GfD is with central agencies to improve policy development and systems that are most important to economic management and service delivery. The key agencies that GfD supports are:
- Office of the Prime Minister (OPM) – Planning, Monitoring and Evaluation Unit (UPMA) and Economic Unit
- Civil Service Commission
- Ministry of Legislative Reform and Parliamentary Affairs (MRLAP)
- Selected Line Ministries and Autonomous Agencies, including Ministry of Transport and Communications (MTC) and the Civil Aviation Authority of Timor-Leste (AACTL)
The current program will end in June 2021, with the design process for a successor program being undertaken during 2020.
