Timor-Leste is one of the youngest nations in the world. Rebuilding infrastructure has been a major focus since winning independence in 2002 after a 24-year struggle for independence. Timor-Leste’s economy has developed since independence, but the country remains one of the world’s least developed countries (LDC). This GCF readiness request builds on the initial project. Specifically, the project aims to communicate the important outcomes of the initial project to a comprehensive range of stakeholders, elaborate a national monitoring and evaluation system based on the initial scoping work, fill a gap in knowledge that was identified by develop a range of financing strategies, build on initial scoping work to develop a national accredited entity, and develop a set of projects based on the national climate investment priorities identified in the initial project. The project is intended to enable the preparation of a number of GCF projects that are aligned to Timor-Leste’s primary adaptation needs and consistent with the country’s national priorities.
To this end, the Government of Timor-Leste requires the services of an experienced Climate Change Policy Consultant to support the achievement of work outlined as part of a GCF Readiness Project. Specifically, the objective of this consultancy is the finalization of the climate change policy. This consultancy will serve as the basis of some of the nexts outlined withing the GCF Readiness Project The position is home-based but requires one missions to Dili, Timor-Leste. The consultancy is for 13 days over a period of 12 months. The international advisor will work closely with the Director of the NDCC, staff of the Directorate, and national and international consultants hired under the GCF Readiness Project to complete specific tasks.
ObjectivesThe consultancy will aim to support the Government of Timor-Leste in finalizing the National Climate Change Policy which align with the national circumstances.
Scope of work1. Review and edit current draft of Timor-Leste’s National Climate Change Policy;
· Ensure the policy aligns with other national, international and regional climate change and sustainable development strategies, policies and frameworks including Timor-Leste’s Strategic Development Plan 2011-2030, INDC, SNC, INC, NAPA and other UNFCCC and related agreements; As part of the review process, in order to incorporate legal, environmental and political comments coordinate with:
o the National Directorate of Climate Change
o National and international consultant to gather information related to climate change to finalize the policy;
2. As part of the review, and final stakeholder engagement is required, within which support the National Directorate of Climate Change is required and includes :
· Mapping of stakeholders
· Assistance to and coordination with PMU/NDCC in running the workshop (including the presentation of certain elements)to
· Providing a report on the proceedings
· Incorporating stakeholder comments and views into the final draft.

1. Develop additional climate modelling that can be used by the Government to inform their decision-making on climate change and develop capacity of national experts.

Determine via consultation with relevant Ministerial officials and other relevant stakeholders what type of climate modelling is most required so as to better understand climate risks in Timor-Leste and to guide Government decision-making. This should include amongst other things considering recent work undertaken in preparing Timor-Leste’s Second National Communication.
2. Identify the national experts and stakeholders and conducting training for enhancing their capacity on climate modeling and projection
3. Determine a draft strategy to undertake the recommended climate modelling (e.g. rainfall -volume, timing, ocean acidification, sea-level rise, temperature, etc.), for approval by NDCC, including updating existing baseline information and establishing new data.
4. Undertake climate modelling in the area(s) identified in the draft strategy.
5. Prepare a final report with a comprehensive set of findings arising from the modelling work, includingdetailed scientific assessments on the impacts of climate change in Timor-Leste and an executive summary that sets out key climate change projections.

3 Interim report detailing preliminary findings and identifying areas that may require adjustment. 3 months after commencement date 20 per cent
4 Final report detailing outcomes of modelling work including presentation the findings of the modelling as part of a national validation process.
6 months after commencement date 40 per cent
Experience requiredThe consultancy firm should meet the following requirements.
1) Proven experience undertaking similar climate modelling work
2) Project staff available to work on the consultancy that have PhD qualifications in climate modelling or similar
3) Demonstrated experience of working successfully in Timor-Leste (or the region), with experience working with the national government preferred
Documents to be included when submitting proposalsInterested firms must submit the following documents to demonstrate their qualifications:
1. Proposal – explaining why they are suitably qualified for this project and a very high-level methodology for how the project would be executed.
2. Samples of similar work
3. Financial proposal – the proposal must specify a total lump sum amount in USD and a breakdown of the individual elements that this proposal includes.
4. Personal CVs of project staff
