Program Coordinator, M&E House, Timor Leste

M&E House provides specialist performance management services to the Australian Department of Foreign Affairs and Trade (DFAT) and their partners in Timor-Leste, ensuring they are equipped with evidence and capacity to continually improve decision-making. M&E House is funded by DFAT in Timor-Leste and implemented by GHD Pty Ltd, in association with Clear Horizon Pty Ltd.

The Role
The M&E House team now seeks applications for an experienced Program Coordinator to manage operations for the program ensuring that M&E House functions effectively and efficiently and is compliant with all requirements. Based in Dili, this is a 10-month contract until December 2020 and key responsibilities of the position will include:

  • Managing and co-ordinating all operational requirements to ensure M&E House is functioning and delivering services effectively, and developing and implementing systems, tools, and processes to support this;
  • Ensuring compliance with occupational health and safety requirements for M&E House to provide a safe environment to all staff and visitors;
  • Working with the Team Leader, GHD Project Director and Project Manager to regularly review, update and maintain the Operations Manual for M&E House;
  • Managing the financial systems within the country office, including petty cash, Imprest account and maintaining appropriate records;
  • Working with the GHD Project Manager to manage the leave register of M&E House staff;
  • Managing the asset register and asset maintenance as required, procuring new assets as required in accordance with the guidance set out in the Operations Manual, and ensuring the program has the necessary equipment and resources to deliver services; 
  • Liaising with the landlord for ongoing management of the office lease and space;
  • Planning and managing M&E House events such as training and workshops;
  • Coordinating operational components for the implementation of major reviews, evaluations and research projects being managed by M&E House; 
  • Supporting liaison with key stakeholders of M&E House, including DFAT, Implementing Partners, and other stakeholders including interview subjects for evaluations; and
  • Providing operational support to long-term and short-term advisors for mobilisation, living and visiting Timor-Leste.

Selection Criteria
Applicants will require at least 5 years’ experience in a similar program coordination or office management position and a well-developed understanding of organisational, operational, and financial management. Demonstrated competence with Microsoft Office computer applicattions is essential in addition to high-level spoken and written English language skills.
