The Senior Project Officer-Gender and Program Quality (SPO GPQ) is responsible for supporting and delivering training on: Gender Equality and Diversity, Engaging Men and Boys, Child Protection and Prevention of Harassment, Sexual Exploitation and Abuse. The role will also be responsible to work with the GPQ Team on the roll-out of the Gender Strategy and delivering on key objectives under the unit work plan to assist projects achieve key objectives using key strategies and frameworks; including gender, advocacy, accountability, long-term program, partnerships and impact and learning.

INTRODUCTION:
CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organization, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.
CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.
In 2015 CARE International in Timor-Leste (CITL) finalized its Long Term Programme which aims to improve the voice and wellbeing of women and girls in rural disadvantaged areas with specific priority sectors including women’s voice, women’s economic empowerment, sexual reproductive and maternal health and education. A Program Quality Unit was also established to oversee the quality of all programming undertaken by CARE and partners in line with the new Long Term Programme. The unit has a particular focus on high quality monitoring, evaluation and learning, gender equality and women’s empowerment, partnership and community participation, prevention of harassment, sexual exploitation and abuse and child protection and evidence and advocacy.
Under the guidance of the Gender and Program Quality Coordinator and the Program Quality Project Manager as the direct line manager, the Senior Project Officer for Gender and Program Quality will be responsible for supporting and delivering training on: Gender Equality and Diversity, Engaging Men and Boys, Child Protection and Prevention of Harassment, Sexual Exploitation and Abuse. The role will also be responsible to work with the GPQ Team on the roll-out of the Gender Strategy and delivering on key objectives under the unit work plan to assist projects to achieve their key objectives using key strategies and frameworks; including gender, advocacy, accountability, long-term program, partnerships and impact and learning. The SPO will also be responsible for supporting on administration and logistic tasks to support the GPQ unit in organizing field trips and trainings, monitoring visits to project sites and other tasks as discussed with the line manager according to the need of the GPQ.
MAIN RESPONSIBILITIES:
Training Planning
· Support the Gender and Program Quality Unit to develop a systemic plan for training rollout.
· Prepare training agenda and training materials before the roll out of training
Training Implementation
· Lead and support training deliver for Gender and Diversity, Engaging Men and Boys, Child Protection and Prevention of Sexual Exploitation and Abuse.
· Lead on analyzing training participants feedback and preparing brief reports for the Coordinator that include summaries of key issues raised in training.
Monitoring, Evaluation and Learning (MEL)
· Support the GPQ team and the MEL working group to lead effective program quality across CITL’s country program;
· Support PQPM in providing project support and capacity building to staff and partners in MEL;
· Support GPQ team to undertake quarterly program quality monitoring visit to projects and provide constructive feedback to project managers;
Partnership
· Support the GPQ team on the review and implementation of CITL Partnership Strategy
· Provide support to Project Managers in identifying, establishing and managing partnerships.
Gender Strategy
· Support the GPQ team to roll-out the Gender Strategy, that includes leading focus group discussions with staff and preparing reports to summarize key findings.
· Support to organize gender events within CITL office and with partners in Dili and other local based offices
Working groups
· Active participation in the Gender Working Group, including leading on actions for Gender and Program Quality unit.
· Active participation in the Monitoring, Evaluation and Learning Working Group, including leading on action for Gender and Program Quality unit.
Other
· Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives
· Demonstrate an understanding of gender equality and women’s empowerment and a commitment to CARE’s approach and values including ethnic diversity and cultural sensitivity

EXPERIENCE AND QUALIFICATIONS:
Knowledge & Experience Required
- Bachelor’s degree
- Experience delivering Gender Equality and Diversity, Engaging Men and Boys, Child Protection and Prevention of Harassment, Sexual Exploitation and Abuse training, preferably with CARE.
· Excellent understanding of participatory methodologies and strong facilitation skills.
· Strong understanding about gender equality, women’s empowerment and program quality approaches highly desired
- Good understanding of the cultural context and social norms in Timor Leste
- High level communication skills, both written and verbal (in Tetun and English) including an ability to speak in public and explain complex ideas
Skills & Personal attributes
- Ability to work in a systematic and organised manner and within deadlines
- Excellent computer skills, including excel, word and Outlook
- Flexible and proven team player
