Senior Project Officer (SPOH) is responsible for planning, implementation,
reporting and monitoring of the project activities relating to gender related sessions, including the
Sessions for engaging men & boys and Gender Based Violence (GBV). With the support from CITL’s
Gender experts, the SPOH will take a lead in organizing the sessions through SAA and monitor their Implementation. The SPOH will also play an important role in strengthening capacity of HAFORSA 2 project staff on gender equality

INTRODUCTION:
CARE is an international development and humanitarian aid organization fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. CARE’s long term program will focus on women and girls in rural disadvantaged areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.
CITL will start to implement the HAFORSA 2 Project from April 2020, funded by the Government of Japan. This three-year project will aim to improve agricultural productivity by establishing agricultural water supply facilities and having a sustainable capacity within target communities to maintain the facilities. This project will have a strong focus on gender equality, contributing to bringing about equitable workload and decision-making power between female and male farmers. This project will target 11 aldeias in all 4 sucos of Atsabe.
PURPOSE OF THE POSITION:
Under the overall guidance of the HAFORSA 2 Project Manager (PM) and the direct supervision of the DMPH on agriculture, the Senior Project Officer (SPOH) is responsible for planning, implementation, reporting and monitoring of the project activities relating to gender related sessions, including the sessions for engaging men & boys and Gender Based Violence (GBV). With the support from CITL’s gender experts, the SPOH will take a lead in organizing the sessions through SAA and monitor their implementation. The SPOH will also play an important role in strengthening capacity of HAFORSA 2 project staff on gender equality
MAIN RESPONSIBILITIES:
· In close collaboration with CITL’s Gender & Program Quality Unit(GPQ), assist an external
consultant to conduct gender and power analysis to supplement the data collection by a
preliminary survey done by HAFORSA 1 and compile the results of gender analysis.
· Working with the GPQ, assist the PM in developing gender strategy and gender action plan for the project.
· With the support from CITL’s gender experts, develop the implementation plan for gender related session.
· Take a lead in facilitating gender related sessions.
· Support CITL’s gender experts in conducting training on leadership & public speaking for female farmers
· Lead on coordinating with the communities and other relevant stakeholders for delivery of
planned sessions.
· Conduct regular monitoring of implementation and of project outputs and outcomes for gender equality and support to evaluations and other studies
· Collect data related to gender equality based on the Monitoring, Evaluation, and Learning (MEL) plan and provide inputs for reports.
· Draft beneficiary stories in Tetun through interviews to beneficiaries.
· Prepare monthly reports based on the implementation of the activities.
· Together with Field Officers, support facilitation of training and workshops related to
construction and maintenance of the watery supply facilities, horticultural production and
finance when necessary and as requested by the supervisor
OTHER RESPONSIBILITIES:
· Engage in emergency preparedness, assist in any emergency response as required.
Promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives.
· Demonstrate understanding of gender equality and women’s empowerment and a commitment to CITL’s approach and values including ethnic diversity and cultural sensitivity.
· Uphold and promote CITL commitment to Child Protection.
· Participate Gender Working Group (GWG).
EXPERIENCE AND QUALIFICATIONS:
1. Education and experience
· Minimum Bachelor’s degree in Community Development and / or minimum 4 years’ relevant
work experience, preferably in the field of gender equality / women’s empowerment or community mobilization at the municipality level for an International Non-Government Organization (INGO).
2. Skills and abilities
· Ability to support management with integrity and implement procedures and processes, with minimal supervision
· Proven experience in facilitation skills.
· Proven understanding of gender equality and women’s empowerment activities.
· Ability to write and present regular reports to management and partners as required
· Ability to promote collaboration with CITL staff, Government, Local authority, and other Partners
· Demonstrated high level time management skills, including the ability to plan and manage
Workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment.
· Good leadership, problem solving, planning and attention to detail.
· Ability to work as part of a team.
· Very good in Microsoft Office with knowledge in Microsoft Word and Excel, excellent numeric skills.
· Fluent oral and written Tetum and very good written and verbal skills in English, local languages such as Mambae and Kemak is an asset.
· Availability to live and stay in Atsabe, Ermera Municipality and travel to rural communities.
